中国现代国际关系研究院海洋战略研究所副所长、副研究员，法学博士。中国南亚学会理事，武汉大学国家领土主权与海洋权益协同创新中心兼职研究员，中国（昆明）南亚东南亚研究院南亚研究所特聘研究员。
教育背景
2000-2004年，国际关系学院国际政治系，本科；
2004-2006年，国际关系学院国际关系专业，硕士；
2009-2014年，中国现代国际关系研究院，博士。
工作简历
2006-2013年，中国现代国际关系研究院南亚东南亚及大洋洲研究所，从事印度安全与外交、南亚区域合作、印度洋通道等研究。2013年至今，现代院海洋战略研究所副所长、副研究员，从事南海与印度洋、大国海洋战略、海上丝绸之路等研究。
访学经历。曾出访美国、澳大利亚、日本、印度、巴基斯坦、斯里兰卡、吉布提、坦桑尼亚等十余个国家，在印度洋-太平洋地区调研经验丰富。2011年5-11月，印度国防研究分析所访学；2013年9-10月，澳大利亚国立大学访学；2016年4-5月，美国亚太安全研究中心访学。国际会议经验丰富。
学术积累
内部研究，主持或参与十余项省部级课题，撰写完成数百篇政策报告，其中约20篇获得中央和省部级领导批示好评。曾参加中央海权办、中宣部、中联部、外交部、国家海洋局等关于海上丝绸之路、海洋维权、南海问题等的内部会议。
公开研究，出版专著《印度财团的政治影响力研究》一部，是国内外近三十年来唯一关于此议题的研究专著，有助于了解印度政治文化和决策机制。参与中英文合著5本、发表中英文核心期刊论文十余篇、各类报刊评论文章百余篇。以子课题负责人身份参加国家社科基金重点课题1项、国家社科基金维护海洋权益专项课题1项。
对外宣传，曾参加中宣部、中联部、外交部等组织的涉海议题的外宣工作。

LOU Chunhao
Dr. LOU is Associate Research Professor and Deputy Director, Institute of Maritime Studies, China Institutes of Contemporary International Relations (CICIR). He is Border Member of China South Asia Studies Association. He is also affiliated research professor in Collaborative Innovation Center for Territorial Sovereignty and Maritime Rights Wuhan University and Chinese Academy of South and Southeast Asian Studies, Kunming.
Education Background

2009-2014，China Institutes of Contemporary International Relations, PhD.
Work Experience
From 2006-2013, he worked at Institute of South & Southeast Asia & Oceania Studies, with research focus on Indian foreign policy, Sino-Indian relationship, Indian domestic security issues, Nepali domestic politics, etc. In late 2013, he got promoted as Deputy Director, Institute of Maritime Studies, CICIR. Besides South Asian issues, his main research focus is on South China Sea, Indian Ocean, SLOCs security, etc.
He was visiting scholar at Institute for Defence Studies and Analysis (IDSA, New Delhi) in 2011, at Australian National University in 2013. He also attended the Advanced Security Course organized by APCSS, Hawaii, 2016.
