基本情况：男，1958年10月生，法学博士。现为外交学院国际法系教授、博士研究生导师，外交学院学术委员会委员、联合国研究中心主任。外交部国际法咨询委员会委员，中国国际法学会常务理事，北京国际法学会副会长，中国人权研究会理事，中国法学会法学教育研究会理事，中国仲裁法学研究会理事，中国国际经济与贸易仲裁委员会、北京仲裁委员会仲裁员。
曾任外交学院国际法系主任，国际法研究所所长，教育部法学教学指导委员会委员。美国衣阿华大学（1993-1995）、英国诺丁汉大学（2000）访问学者。1999年5月作为中国代表团成员出席联合国在荷兰海牙召开的第一次海牙和会和常设仲裁法院100周年纪念大会；2001年4月为全国人大常委会作有关“国际法与国际条约的几个问题”的法制讲座。曾被评为北京市优秀中青年法学家、北京市高等学校教学名师和国务院有突出贡献的政府特殊津贴获得者。
主要著作：《国际法》（主编）、《演变中的国际法问题》、《现代条约法与实践》（译著）、《联合国专门机构法律制度研究》等10余部。
主要论文：《反措施与国际司法：变化中的国际法实施机制》、《联合国改革背景下国际法院的管辖权问题》、《世纪之交的西方国际法思潮》等40余篇。
